Paul Miller

Paul Miller is a partner at Howie, Sacks & Henry LLP with a practice profile unlike any other in the firm – being a mass tort, class action, and airplane accident litigation lawyer has placed him at the centre of some of the most significant civil cases in Canadian legal history. He has served as lead or co-counsel in landmark aviation disasters, government accountability cases, First Nations human rights litigation, and the largest cosmetic clinic class action judgment in recent Ontario history. He sits on the board of directors of Public Justice – a prominent US-based public interest legal organization – a distinction held by very few Canadian lawyers.

Paul was lead counsel for the trial team in the Ukrainian International Airlines Flight 752 litigation – the case arising from the January 8, 2020 downing of Flight 752 over Iran. The litigation produced a landmark Ontario Court of Appeal ruling on airline liability in conflict zones. He was co-lead counsel for victims of the August 2, 2005 Air France crash at Toronto Pearson Airport (settlement over $20 million), litigated the Fly Jamaica Flight OJ 256 Class Action ($5.55 million), the MK Airlines Halifax Plane Crash, and is currently advancing claims from the Ethiopian Airlines crash.

His international public interest work includes representing 23 Canadians in September 11 litigation, co-counsel for Canadian diplomats affected by Havana Syndrome, co-counsel for Canadian veterans harmed by Mefloquine, co-counsel for the Province of British Columbia in its class action against opioid drug companies, and co-counsel for Pikangikum First Nation’s $2 billion lawsuit against the Federal Government.

In 2024, Paul and co-counsel secured a $22.5 million judgment for patients harmed at the Toronto Cosmetic Clinic (Dr. 6ix class action). His product liability portfolio includes Allergan breast implants, Essure (Bayer), hernia mesh, St. Jude pacemakers/defibrillators, talcum powder, asbestos/mesothelioma, 70+ transvaginal mesh settlements, and six cochlear ear implant settlements.

Paul was nominated twice for Canadian Lawyer Magazine’s Top 25 Most Influential Lawyers in Canada and holds a Certified Specialist designation in Civil Litigation. He is a member of the OTLA Board of Directors (2004–2006), the Canadian Bar Association, the Ontario Bar Association, and the Advocates’ Society.
